The Scheme shall not disclose, or otherwise share, or permit members of the Scheme to disclose, or otherwise share, data associated with the preparation and production of Energy Performance Certificates (including XMLs)... with any other third party, or for any purpose, other than those expressly permitted by the Department (MHCLG) in writing.
