Some heating systems are set up with a room thermostat and TRVs, but no programmer.
This isn't a heating system option which is selectable within iQ-Energy.
In order to lodge this correctly, it would be best to select 'Room Thermostat only'.
The room thermostat is the primary control which will affect the boiler, whereas the TRVs are just to control the flow through the radiators.
The system will give you an improvement recommendation for programmer and TRVs. This is fine, as it's the programmer that is the most important part of the recommendation.
