If possible heat pumps should always be entered through the PCDB. 


Convention 4.07 states: 


If a boiler or a heat pump is not in the PCDB, use default


As with any device, to use the PCDB, the exact make, model, and model qualifier from the database must be selected.


With heat pumps however, there are usually three different types for each model qualifier based on flow temperature (see example below):


We would suggest Energy Assessors follow the below options if they do not know the flow temperature:


Heat pump optionEmitter type in use
Flow temperature <= 55°CRadiators
Flow temperature <= 45°C
Fan coil units
Flow temperature <= 35°C
Underfloor


Please note, this guidance should also be read in line with convention 4.01b which states:


The design flow temperature for condensing boilers and heat pumps should be recorded as unknown unless there is a documentary evidence that the system has been designed and commissioned as a low temperature one
